The Arts and Culture Council is elected by the town council at the beginning of the election period and provides advice on cultural matters. The council also appoints a town artist and grants grants according to the rules approved by the town council.

Árlega auglýsir menningar- og mannlífsnefnd eftir umsóknum um bæjarlistamann eða tekur við ábendingum um hann. Tilgangur með útnefningunum er að varpa ljósi á þá fjölmörgu og hæfileikaríku listamenn sem búa í Kópavogi og hafa átt þátt í að auðga menningarlíf bæjarins í gegnum árin. Það er meðal annars hlutverk bæjarlistamanns að deila listsköpun sinni með bæjarbúum það ár sem hann er valinn.
Árið 2001 var stofnað til ljóðasamkeppni á vegum lista- og menningarráðs Kópavogs og Ritlistarhóps Kópavogs, sem hlaut nafnið Ljóðstafur Jóns úr Vör, í minningu skáldsins.
